Residents Basic Registration Files |
The purpose of these files is to make
a complete card of a resident's or
a family
and its member's address and other
information.
The card not only contains a record
of a
person's name, address, date of birth,
permanent
address and date of becoming a resident,
but also voting registration, eligibility
for national health insurance or national
pension, etc.
If such data is not recorded in the
residents
basic registration files, you are not
entitled
to vote*, receive compulsory education
or
be insured under the national health
insurance
policy.
*Only Japanese Nationals have the right
to
vote.

Alien Registration |
With the exception of diplomats or tourists,
all aliens wishing to live in Japan are required
to register in the city, town or village
where they reside.
Any change of nationality, name, address,
status or period of residence, occupation,
or place of employment should be registered
within 14days. This information is used for
official verification required in various
aspects of daily life.
The Certificate of Alien Registration fulfills
the same role as the resident card or family
register for Japanese nationals.

If You Need a Resident Card |
To obtain a resident card or other certification,
apply to the Residents Section of the Town
Office. Take your seal with you. If for any
reason you cannot apply in person, you may
ask someone to go in your place, but in this
event, both your own seal and the seal of
the person representing you are required.

Notifying the Post Office, etc. |
If you change your address, you should
notify the post office and bank, etc., as
well as the Town Office as soon as you know
your new address. In particular, if you are
having your telephone transferred, you should
complete the necessary formalities as soon
as you move to your new address to ensure
that you can soon use your telephone.

Town Tax |
Resident tax comprises of prefectural
tax and a town tax. A person living in the
town is required to pay the town tax, which
is levied on each individual's income. The
town tax applies to someone who has been
a resident of the town as of January 1 of
that year with an income for the preceding
year. It is payable at the same time as the
prefectural tax.
The town tax does not apply to the following
persons:
1. Persons with no income for the preceding
year.
2. Persons receiving livelihood assistance.
3. Persons with physical disability, minors,
the elderly (65 or over), a widow or widower
whose income for the previous year was \1,250,000
or less.
4. Persons whose income for the preceding
year was below an amount set by the town.
5. A wife whose husband lives in the same
town and pays taxes.
6. Persons whose income for the preceding
year was below the amount considered sufficient
to support their family.
The tax is payable by self-employed persons
in four installments per year as specified
on the notification of tax payment, or is
directly deducted from the monthly salary
of company employees, etc.
Furthermore, to ensure fair assessment of
the resident tax, a resident tax declaration
should be submitted between February 16 and
March 15 to the conference room on the 3rd
floor of the Town Office.
If income tax is deducted from your salary
or you file an income tax return, you are
not repuired to submit this declaration.

Garbage Pick-Up |
Garbage should be sorted and placed at the
designated collection point by 8:00
a.m.
on the specified collection day. There
is
no collection on national holidays.

●Types of garbage collected by the
town:
1. Burnable garbage, twice a week
(food, pampers, vinyl, unrecyclable
paper,
styrene, etc.)
2. Non-burnable garbage, once a week
(China, light bulbs, glass, plastic,
small metal objects, etc.)
3. Large items (there is a charge).
(televisions, futons carpets, washing
machines, chests of drawers, etc.)
4. Hazardous garbage, once a week
(batteries, etc.)
●Types of garbage not collected by the town:
1. Gas cylinders, motorbikes, car parts,
waste oil, agriculcural machinery and
tools,
etc.
2. Garbage resulting from business
activities
and industry.

Non-Burnable Garbage |
Non-burnable garbage (empty cans, etc.) should
be put out in containers which can be purchased
at the Environment and Health Section for
\300.

Recyclable Garbage |
Recyclable garbage should be placed at the
designated collection point by 8:00 a.m.
on the specified collection day once every
month.
●Recyclabe garbage includes newspapers,
magazines, cardboard boxes, bottles, etc.

Town Housing |
The town presently owns 116 apartments. In
the event of a vacancy, applicants
who meet
the necessary requirements will be
accepted.
Applications for vacancies are announced
in the town bulletin “Koho Kaminokawa”
●Eligibilty
A person not living alone who is
experiencing
housing difficulties.
A person with a basic monthly income
during
the previous year of \200,000 to \268,000
who is able to pay a 3 month's rental
deposit.
●How to apply
Fill out and submit the application
form
provided at the Construnction Section
of
the Town Office.
●Documents required
Application form, family record,
proof
of income, certified copy of your resident
card, copy of health insurance certificate,
etc.

Pregnancy Notification |
If you become pregnant, you shold notify
both the Residents Section, where you will
be issued a Health Handbook for Mothers and
Babies, and the Environment and Health Section,
which will enter your name on the register
of mothers and babies.
●Medical examinations
You are advised to receive the medical
checkups suggested in the Health Handbook
for Mothers and Babies.
They are available twice free of charge.

Birth Notification |
You are required to report the birth
of your baby to the Residents Section within
14days afterwards. Please report the birth
to the Environment and Health section also,
where you will receive information concerning
vaccinations, infant medical examinations,
etc.
The above schedules are announced in the
Health Newsletter of the Town Bulletin, and
in the Health Calendar.

Health Program |
Medical examinations for tuberculosis
and lung cancer are provided for residents
16 and over who do not have the opportunity
to receive such examinations at school or
work. Schedules and locations of lung cancer
checkups (for anyone age 40 and over) are
announced in the town bulletin,“Koho Kaminokawa”,
and by individual post-card.
Examinations for stomach cancer, high blood
presure, heart disease, cancer of the colon,
and other adult diseases are available for
persons age 40 and over.
Uterine cancer and breast cancer examinations
are available for women age 30 and over.
Details of appointments are given on the
form which will be sent to you.
Individual notification of free medical
checkups at specified hospitals is sent to
those persons age 70 and over.

National Health Insurance |

The health insurance policy was established
to ensure medical treament for all people
in the event of illness or injury, and to
assist in times of difficulty of payment.
Company employees are entitled to join their
enployer’s insurance policy.
Others with-out company health insurance
can join the National Health Insurance policy.
If you live in Kaminokawa and you have
not joined your employer's insurance policy,
you are required to belong to the National
Health Insurance policy. Moreover, the head
of each household is obliged to pay national
health insurance premiums (payments are due
in June, Aug., Sept.,Nov.,Jan. and Feb.)

Failure To Pay National Health Insurance
Premiums
|
Except in exceptional circumstances,
in the event of continued failure to pay
national health insurance premiums, you will
be deprived of your health insurance certificate.
You will be issued a certificate of eligibility
for insurance instead.
When this certificate is presented at a
hospital where treatment has been received,
you will be required to bear the total medical
costs incurred and claim insurance benefits
from the insurer at a later date. However,
payment of insurance benefits may be suspended.

70% of inpatient and outpatient costs (30%
is borne by the insuree)
●Insured person(retired):
80% of inpatient and outpatient costs (20%
is borne by the insuree)
●Dependents:
80% of inpatient costs(20% is borne by
the patient)/70% of outpatient costs(30%
is borne by the patient)

Major Medical Expenses |
If major medical expenses are incurred
in one month, provision for payment will
be made as follows:
1. Amounts in excess of \63,600 for one person
in one month ( \35,400 for those on low income
).
2. If two or more persons in the same household
incur costs of \30,000 or more each ( \21,000
for those on low income ), amounts in excess
of \63,600 for one person in one month (
\35,400 for those on low income).
3. If provisions are made for payment of
major medical expenses four times or more
in one year to the same household, amounts
in excess of \37,200(\24,600 for those on
low income) will be allocated from the fourth
payment onward.
